Abstract
The Battle of Mogadishu, more commonly referred to as “Black Hawk Down,” was one of the most controversial conflicts in the second half of the twentieth century. It left a lingering question in people’s minds: was it a success or a failure? While certainly there were many failures and casualties throughout the mission, based on a military definition, it was a clear cut success; Task Force Ranger (TFR) accomplished the objective of the mission, despite significant losses, by retrieving the two targets assigned them. Both the failures and successes of the mission, as well as the overarching Operation Restore Hope in Somalia, however, have impacted U.S. foreign policy and strategies for three presidential administrations. The question is not whether the events throughout the battle impacted foreign policy and strategy. Rather, the question is how significantly they were affected. Arguably one of the largest American special operations missions in recent history, the events of the battle have been thoroughly examined by the United States government and military in order to effect change in both realms. Examples found in places such as Rwanda, Bosnia, and Darfur point to a refusal by the United States to commit ground troops in an unstable situation, providing air support at a maximum. Following the foreign policy failure within Somalia in the early 1990s, except for the situation in Iraq/Afghanistan, the United States has refused to act as the global police force it was so well known to be in the 20th century. This paper will attempt to prove that both the successes and failures of Operation Restore Hope and Operation Gothic Serpent directly caused this change in foreign policy.

With the latest version of its Sibelius music notation software, Avid hopes to cut score preparation time in half. Sibelius 6, unveiled Tuesday, introduces a number of features aimed at boosting efficiency and making it easier to collaborate.
Leading the parade of changes introduced in the new version is a Magnetic Layout feature that automatically spaces and lays out scores from the start, saving users from having to make manual adjustments. ReWire support makes it easier to incorporate audio tracks into notation projects by synchronizing Sibelius with Pro Tools or other digital audio workstations.
Enhancements aimed at educators include a Versions feature that lets teachers track student progress, mark changes, and spot plagiarism. New keyboard and fretboard windows let students follow lighted key and finger positions during playback. Finally, classroom control features in Sibelius 6 offer a single window for common classroom management tasks.
The latest version of Sibelius costs $599; existing users can upgrade to version 6 for $169. Avid also offers educational pricing of $329 for new users and $129 for upgrades. Sibelius 6 runs on Mac OS X 10.4.9 and later.—Philip Michaels
Revamped version of Desktop Remind debuts
The calendar embedding app formerly known as Desktop Remind has a new name, a new icon, and new version. HashBang Industries on Tuesday unveiled iDeskCal 2.0, a rebranding of the utility it had bought from Code Genocide.
iDeskCal lets users embed their iCal calendar directly onto the desktop, above their wallpaper but below desktop items. That allows users to see their schedule at a glance. iDeskCal users can add events to the calendar via keyboard shortcuts and manage to-do lists through the app.
The software, which requires Mac OS X 10.5, costs $13, with a fully-functional 14-day free trial available for download. Anyone who bought Desktop Remind in the last two months can upgrade to the rebranded version for free; users who bought the application before then can contact HashBang for upgrade pricing.—PM
